Captcha is to catch bots. It doesn't stop humans from posting useless comments, as you can see since anons already have to pass a captcha to post comments here and it doesn't stop them. Making it a two word captcha won't help, that's just a strategy to defeat more bots.
Here's the real bottom line: Why do people read Feedback, unless they have some questions or comments for staff? You can download anime without bothering with Feedback comments. Ignore it and do something meaningful like watch anime.

Our domains are generally announced over both IPv4 and IPv6, and this includes Direct links. If you have dual IP stack (both IPv4 and v6 support), if you force a v4 on the main domain, you'll break Direct links which'll go through a v6.
If you don't have IPv6 support, Direct links will work from both URLs.
Recommendation: don't use ipv4.animetosho.org, it was there for a workaround, but no-one should need it.

There may or may not be a reason. If there are reasons, it could include being too lazy, not liking the release or not wanting to overload the server. Really, manual passing torrents through is just a bonus, making use of spare server capacity. Larger torrents generally have less of a chance of being fetched.
That points to the exact same location as the main domain. The main domain announces both v4 and v6 addresses, whilst the ipv4.animetosho.org only announces IPv4, but it's the same v4 address. This should only be an issue if you have dual IP stack setup, but not configured correctly (or more likely, you've set up dual stack but your ISP doesn't support it).
Have you tried a traceroute to the server? If you don't know how, there's some instructions in the FAQs page under "Issues". If it's getting close, that is, traceroute shows that this site itself is blocking you, the host apparently blocks some IPs - unfortunately I can't control this (I wish they wouldn't do it though). It's listed here, under Firewall.
