It's a sample of the new "kai kai kai" version: screams of pain only. Or an mkvinfo error that will probably playback ok given the file size.

I couldn't play the file in kodi because of this. This sample was crazy.

This ep11 plays back for me with vlc ( http://www.videolan.org/ ) and mpc ( http://www.cccp-project.net/ ) which is probably why no one has complained on Nyaa, which is why it might not get fixed.

So you can either wait and see if a v2 comes out, or try one of the video players mentioned above, or get a different version of this episode, like
