So, why is it 2 gib split parts?
I tried my own file (10.2 gib) and it 𝗱𝗼𝗲𝘀 𝗻𝗼𝘁 split, maybe it was AT issues?

Intentional. So you can download part 1 from buzzheavier and Part 2 from gofile and vice versa. Interchangeable.

Yes, there's typically a 2GB cap on parts. One reason is to allow mixing hosts (if the number of parts are the same), as the above commenter points out.
Another reason is to minimise the effect of a failed transfer - you only know if an upload completed once the entire file has been sent, so if a 4GB upload fails, you have to resend the entire 4GB again. A smaller part size mitigates the impact of failed uploads.
