If this is from "former" senketsu-subs, it's very likely sync-ed with Ohys-Raws.
IMO, raws shouldn't have that difference for timing (Ohys-Raws and Leopard-Raws)

Only when the frame numbers of the keyframes are exactly the same, which is quite unlikely. Using timed scripts of one video to another may cause scene bleeds.

Hmm, I thought the keyframe is defined when there's change of scene (unless the scene transition doesn't have much contrast between the end scene[n-1] and the start of scene[n], where n indicates particular scene).

But again, yes, it's as you said, using script timed with different video should be avoided as possible.

In the world of anime fansub timing, allowing scene bleeds is mortal sin. Therefore, during timing, we HAVE to time the script with accordance to scene changes and the start and end times of the lines must be "snapped" to those when they get too close to the keyframes.
