I don't know why C-W went from 38 to 40.  And maybe it will show up. But in case it doesn't or you don't want to wait, here are links to what I think has to be that episode as broadcast in Japan and fan-subbed here, even though the title is a bit different:

It's titled, “Survival at Iwark Island”.  The episode after it is titled, “The Mystery of the Missing Kumasyun”, and the episode before it is titled “Pochama vs Yanappu, A Battle of Splendor”, and the one before that is titled “Sing, Meloetta, The Melody of Love!”.  So it has to be it, I think.

As to the missing episode, my only guess would be that it might be related to the many power outages on the east coast of the US after hurricane Sandy.  The C-W version might show up or never show up.  If it were me, I would grab this subbed version now and replace it with the C-W if it ever comes.
