Which episodes, and which languages? I just looked at the English subs (Full and Signs+Songs) for all 12 episodes and they all look like they're for this series (and not from Nageki no Bourei).

Multipar (par2j) does support the Unicode Filename packet, but you'll have to run it via Wine if you're not on Windows.

It Rained Fire is more correct imo because it takes into account the ふる part, not just 火の雨.

The filenames in the FileDesc packets are broken and the current par2cmdline(-turbo) can't repair it because one of the files creates a new directory for some reason and it can't detect the file in the directory.
I found UniFileN packets which contains correct names in UTF-16LE in the par2 files. So I made a patch which overrides the file names when it finds a corresponding UniFIleN packet.
Though this code is not so conventional and I am not very sure if this works well (at least works for the nzb for Milky Holmes on this page though), here you go:
